Is it right for government to delegate homeland security(and costs) to private industry?

Shouldn’t the government bear the costs associated with security?
Same goes for employers being required to check immigration status;government let the illegals in,shouldn’t they be held accountable for their capture and deportation?
FYI,as business expenses go up,most likely result is cutting expenses where possible,ie wages for employees and decrease in staffing level.
