How has the debate over federal-state relations been affected by efforts to increase homeland security?

How to report SEVIS to the Department of Homeland Security without the educational institution?

I am a International student in America, I believe that my school is having crisis such as financial problems. So I believe that the school is not reporting the SEVIS to the Department of Homeland Security. And this is a problem so I would really appreciate if someone answers my question fast as possible, such as people who work for the U.S. Department of Homeland Security’s high rank person who can speak to the president of United States of America.

So far i say that ..
+ airport security remain strict
+ background checks on all passengers

what else could i propose ?
