Leaving a county job for a federal job with Homeland Security?

I’ve only been with the county for four months, but I have a meet and greet for a federal job. The pay is very similiar. Is a federal job that much better? I would feel bad leaving so soon but if the opportunity is better then I would. The new job is with the Department of Homeland Security.

Is there a Homeland Security law that prohibits taking pictures of police officers?

A small town chief of police claimed in a newspaper article that they (the police) were taking pictures of participants at a party and that when the party-goers started taking pictures of them (the police), the party-goers broke a Homeland Security law. Huh?
