Does the department of homeland security check for traffic violations?

On a recent visit to the US, my relative was r stopped by the police for a traffic violation. In addition to receiving a ticket, she wasn’t driving with licence/proof of insurance. She got two more tickets. By the time her court date came up, she had already returned home from vacation. Will this be a problem when she visits again? Could homeland security detain her? How can she take care of it so that she has no problem on vacation?
