Looks like instead of opening the secured communication lines, Bush closed them down temporarily so he and his buddies could personally monitor what was being discussed. To do this he created the Homeland Security Department.
Now how has the Homeland Security Department opened up the secured communications between FBI, Local Police, Air Traffic controllers, and the Department of Defense? Does Homeland Security fall under Department of Defense or does the older and more wiser Department of Defense fall under the scrutiny of the Homeland Security?
Could be the Homeland Security is like a new CIA department that is answerable to no one save the president?

According to Rumsfeld, it appears that Department of Defense would take the lead role in the creation of The department of Homeland Security. This seems to mean that Homeland Security is answerable to the Department of Defense.
